Exclusion from Social Protection Cash Transfers: Citizen Challenges and Administerial Perspectives

The Social Protection Initiative at Dvara Research has embarked on a three-state survey of cash transfer beneficiaries across 8 Direct Benefit Transfer schemes. This is being done in collaboration with our field partner, Haqdarshak Empowerment Solutions Private Limited. The primary objective of our research is to document the various typologies of exclusion of citizens from cash transfers through detailed citizen surveys, case studies, and focus group discussions (FGDs). The second key objective is to curate perspectives of government and quasi-government functionaries across the three tiers (district, block, and village) to gain a deeper understanding of scheme implementation and supply-side factors contributing to exclusion. The project also entails interviews of key last-mile operators such as Village-level Entrepreneurs and Business Correspondents that form a crucial part of the DBT delivery chain. Through this project, we hope to bridge an important gap in the research on the digitised delivery of cash transfers in India. The insights will also help stakeholders delineate pathways towards more citizen-centric delivery models and procedural protocols in welfare transfers.
